Left Hand bulb fuse

Hi, We have a 2007 clio Dynamique and the left hand side bulb is out. Have changed the bulb but still not working. Located the fuse box which is under the steering wheel but cant see any fuses for the headlights. Is there another fuse box location ?. Ive tried at the passenger door but thats where the airbag is.
