Less power with foot to the floor than not?

Something odd i found today, I fitted a new air filter and today when driving i found that with my foot planted down i would get less acceleration than if it was say 3/4 of the way down...

Seems very odd but i don't feel like the car is going any slower.

Anyone else had this sort of issue?

Poor filter element or dirty. Which has now become restrictive.
