Limiter working too early

If I drive the car somewhere and then turn the engine off for 5-10 mins to go out of the car, and then return to the car and drive off, even though the engine is still showing that its fully warm, the car will only rev to 6900 before it hits the limiter, instead of over 7000?

What could this be?

Try driving an extra 5 minutes and try again, most probably cold limiter kicking back in

You're not judging the oil temp off the water temp gauge inside the car are you?

The water temperature gauge isn`t an accurate measurement of the engine temperature. If you turn the engine off for even a minute it will drop enough degrees to bring the limiter down.

It can take over 20 minutes to warm the car up, if you haven't been climbing through the revs at all.

Gets annoying sometimes, when you try and overtake a car half an hour into a journey, and the rev limiter catches you by surprise.
