I have just had a mot and the back brakes dont work on the rollers, is this because there is no load sensor?

172 Cups always fail on the back brakes when having the M.O.T done. There's something on here in the guide section that you can print off and show to the M.O.T tester.
Someone more mechanically minded will explain the reason why they fail.
