locked ECU

I have been having a few issues with my ph1 172. Eventually went to renault who hooked it up and said the throttle body had readings all over the place. They alos deleted the old codes they could but they could reset all the values as the ecu was locked. They think it has been possibly chipped ( not by me ) and that when it was chipped that the completing garage have locked it. Is there a way that i can get it unlocked?

I am not tecnically minded but i didn't know if they can be unlocked like mobile phone can?
