Low down torque...

What mods can i do to improve this?? My cars nippy top end but its just getting to that top end in the first place...

I currently have a cat back exhaust system and am planning on stripping my car a little to save a little weight...

well imagine having a 1.2 16v clio thats only reay a 1.1 because its 1149cc, thats what having no torque is, its ok if kept above 3-4000 rpm though, i would have got a dci 80 if i hadnt have got my 16v cheap.
