Mk3 Clio 1.2 16V D4F740 radiator fan not working

So....I am pulling my hair out here. My daughter's Clio overheats in traffic, so I have established that the temp sensor is fine and the dash display shows that when this happens the temp gauge is high, yet no fan. I have tested the fan by wiring 12V direct to it.....tests fine. In fact, if I remove the relay and short the relay connections, then it also operates the fan. I've changed the relay but nothing activates it. Anyone have any ideas please?
Now I also have the toxic fumes warning light on - talk about one step forward and two steps back!? (Engine nevertheless seems to run fine).
Any help gratefully received!

P.S. Toxic Fuel sensor rectified by erasing stored OBD codes. That fan still won't cut in though! :confused:
