MOT Fail : Emissions (Help Please)



My 1.2 MK1 Clio just failed its MOT on lower ball joint, brake drum wheel cylinder, headlamp beam image and emissions.

The first two are no big problem, not expensive and fairly easy to replace.

Headlamps not too sure about, would cheap xenon bulbs cause this? The MOT tester said something to do with the pattern they project...

Finally the emissions, it just passed the idle test, 0.46% (max limit 0.50%).
For the two idle tests it passed the 'HC Level' test easily, 83 & 61 ppm (max limit 200).
The Lambda test was fine, 1.02 both times (min limit 0.97, max limit 1.03)
But the 'CO Level' test was terrible, 0.57% and 0.52% (max limit 0.30%)

The car has had an oil and filter change, an air filter change and fuel and injection system cleaner in it within the last two weeks, so my thoughts turn into the cat...new one maybe?

There are no engine modifications, just a K&N panel filter (not induction kit) and big loud exhaust...

Help and advice would be much appricated :)
 
But if the exhaust was to blame, would that not also raise the HC level also?

I did have Esso Supreme fuel in the tank, bad idea?
