he has a new bonnet and front bumper sprayed and now its started to peel from the edges is there supposed to be an under coat of somthing??

Should have been primed, sounds like it hasn't been prepped properly.

If you had the work done recentley, take it back anfd get your money back.
I know easier said than done but you don't won't them doing it again.
