My rubber's wobbling.

Hi all,
New front shock and associated bits.
Is a large amount of movement of the big rubber donut normal after tightening it up .?
I did re-assemble the original shock and seem to have about the same.

Which are f**king horrible on the lumpy bumpy s**t we call roads. Worse thing I did on my 182 and the only mod I removed!
