nice sump

Decided to remove the under engine tray om my recently purchased 172 and if it shows this is what i found, a unlovely welded repair, anyone on here responsible?

My ex split my sump, always seeps slightly Just waiting to fit a new one. If it doesnt leak dont worry even if it is gash
