TBH i dont honestly think it is , on 3 if anything its just a trickle but batter along the motorway and it comes out thick and fast

Its a 98 kangoo if thats important

Fans resister packs dead by the sounds of it. see if you can get the fan on if you cannopt change the resiseter pack as said its not cheap but thats the probelm with them.

It under the drivers side scuttle panel on the heater its got a few wires attached to it do a seartch sopmeone posted a pic some time back.

Dead easy to change. Expensive though £85 for the air con/climate cars
