Oem HIDS on a non-sport

Just been trying to fit my hids, the guy i purchased them from said they hadn't been tested and they might work but then again they might not. I purchased them with the knowledge that I might need to fix them. Anyway the problem I am having is i plugged one in im 99% sure i seen it flash, but then nothing on the low beam tried the other again nothing, checked the fuse found the problem was it had blown. In the mean time i had swapped the igniters and ballasts etc.. anyway tried the first headlight which im sure flash, nothing swapped ignitors again nothing swapped ballasts and the fuse went again. I believe the first step to fixing these would be to stop that fuse from blowing. So does anyone have the idea what the problem could be causing the fuse to blow when I swapped the ballasts. I'm currently out of fuses so I'm waiting till tomorrow morning to go get some and carry on trying.

Ballasts or the ignitor on the bottom or both is/are shagged.
