Paint chip below rear window wiper

On my clio the rear wiper seems to hang just over the read window and on to the boot and it appear to of chipped away at the paint. Any one had this before?

Someones probably took it off and not put it back in the correct position. I suggest taking it off and try lifting it up a tad. Failing that, it could the mechanism broke.
