passcode on iphone 4

ok so my dad drove over an iphone4 in his van the other day - in mint condition apart from the screen being cracked - but still works etc

it worked and all that (could look at pics texts apps, blah blah blah)
then now it is asking for a passcode with no signal (he says hes not sure if he turned it off?) but i recon that they have reported it lost of stolen - maybe?

anyways to my point, is it now an unusable phone? anyways to get the phone to work again
tried all the obvious numbers like 0000 blah blah
could i jailbrake it or anything?
