Plastic tray in sump?

What's it's purpose? Is it there purely to restrict oil movement when cornering, acting as a baffle?
 
So does that mean the crank is sitting in the oil at rest, it doesn't look like it would be, or it it just when the engines running and the oil is sloshing around?

No just stops it getting thrown up into the crank by the air moving around as the engine runs.
