underside of the plenum theres an oval shapped seal and on the rocker cover you can see where it sits flush,what is this for exactly?

as i was changin my plenum over to my polished one and i forgot to put it on my new one and the engine went mad and wouldnt stop reving,as soon as i rememberd i put it on and it was fine??
