possible cover plate missing off of interior fan??

drove my PH2 172 the other day for the first time the other day with shorts on and noticed a cold draught coming from under the drivers side dashboard.. It must be coming from the outside because the flow of air from the draught changed when another car passed me.

When I stopped I looked under the dash and there's a letter plate sized hold up there. I stuck my hand in and I could feel a fan through the hole, I'm assuming that this is the interior fan.

Should this hole be open or do I have a cover plate missing

I had this issue myself, posted but no one replied. Never got off my ass to bother checking under the dash.. I think its a panel that opens and closes and it sticks. I turned my climate on then back off and it fixed itself. Will take a look next time I'm doing something with the car.
