Prep work for fiberglass panels

Going to start to de-grease\sand the fiberglass bonnet and boot ready for my eBay cheap primer and matt black paint (both Autotek)...though have 2 questions....

How much keying\sanding of the fiberglass do I need to do...just thinking enough to take the shine off?

Also will I need to lacquer the matt black paint after? - didn't on my cage inside (as it's inside the car)

Cheers

If you lacquer the paint, it won't be matt black after.

(Unless you go and buy some matt lacquer)
