Not possible for it to be a 0, but even if it was it would read T0 MYO not T0M YO. Just like the plate in the op which will be pretty useless once you've been stopped and forced to change it back to XCL 10X.

Afaik they never made a plate with 0, just 1-99, apart from maybe very early plates? Or of course newer plates which have 01 02 etc.
