Problem with revving

Hi my mates got a scenic 03 plate and its revving wierd from start up. On cold start it revs up to 3000 and stays there fine when drives and then stop at traffic lights and idles at 3000 till warm.

It's a 1.6 16v if that helps. We have changed the idle control valve seal as that was distraughted. But still same

Any ideas?

It's probably an air leak. Has the inlet plenum recently been off? Are all the hoses plugged in? Throttle body not sticking?

Na inlet hasn't been messed with. Gonna try throttle body clean thanks
