Rear Quarter Panel (Mk1)

want to what this stuff inside the quarter panel is, i've removed quite a bit of the interior(Plastic trim, seats, etc).
Started removing as well.
So is this stuff tar, or what not, and can it be removed?
Or is it better to leave it as it is.

you can try heat it up and scrape it out, just be careful you dont warp the panel as theyre bendy as f**k like the roofs once that s**t is off

Sound deadening iirc. Don't really see any point in removing it.
