Rear Seats

Hi guys just wondering, I put my golf clubs in the back of my 182 at the weekend and folded down the seats. I noticed then when you fold 1 down the side pops up a little bit which basically stops the other seats being folded down as far as they will go. Is this suppose to happen?? And if so why? The only way to get both seats down is to put them down together.
