Most bodyshops do this inhouse, or have recommended places, ask your local.

think i was quoted £45ish a wheel on 15s over a year back.

As far as i know they shot blast the wheel, fill the kerb marks etc, then laquer. Results are v.good i,ve heard. They told me that they needed the wheel for about a week.
