Reg plates transfer

I saw a car near me for sale with a reg plate i wanted, it isnt specialised, just has my name. (rich Roff) R39 ROF. And im pretty sure it means nothinto the owner. Just wondered if the owner was willing could i buy the plate from them? and what would i have to do to get it?

secondly, would the owner then have to buy another plate? or would he automatically get another?? as you can tell i know nothing about plate registration and would be grateful of any help.

Oh and I do realise i cannot put the R reg plate on my L reg car, but thought if i could get it cheap would like to hold the title to it for a future car.

Anybody help me out?
