Removing footrest

How the hell does this come free? ive took out the countersunk bolt, its very wobbly but it wont come off what am i doing wrong?

It has a plastic locating tag on the back, it isn't clipped as such though so just give it a good pull!

Like said, one screw and a hard pull.

Though the nut in mine had sunk so I couldn't get it out of the actual footrest itself. So had to snap the locator part off the back to get the alloy one over the top and put the new screw in.
