Removing powder coat from threads

Had a set of wheels powder coated recently. Done by someone I know for very cheap and a great finish.

However, I’ve come to for the centre caps back on and the powder coat is in the threads of the bolt that holds the cap on. It’s the larger cap that covers the whee bolts.

Any idea what I can use to get it cleaned out? Tried putting the bolt in but it’s risky using the bolts. Trying to use the key for them means it could slip or snap the key.
 
Don’t forget to remove the paint on the mating face for the seat of the wheel bolts.
