Rev counter doing what it wants

Ive searched the forums but cant find a similar fault,

Cars been sat for a bit over xmas, whilst driving today though the rev counter stopped working then came back on. It picked up again then fluttered?

I had the rear demister on as well, this switched its self off with all wierd rev counter movement?

Any ideas???
