rs tuner will a desk top pc do?

was going put lead out window to bonnet on drive

is it usb or ethernet havent bought it yet ..also running windows 7

normal usb into pc and usb type B (like a printer) into the rstuner i guess if you have a long enough usb it is possable to put though window and into car
