RSTuner that cannot be unlocked

Has anyone bought an RSTuner that cannot be unlocked due to a VIN being used twice? It doesn't make much sense to me and have emailed Henk for more info.

Tried to order using the VCI Code and had this email in return.

Any help much appreciated, bit peeved.
