Software...??

Right I need a piece of software that you can run from boot say like a Windows Setup DVD and is file manager type program where by I can take a file off a HDD and copy it over to a USB Flash drive.

The system doesnt have a HDD installed with an OS on it so dont point out the obvious lol

Hirens boot CD has loads of stuff like that on it I think. I think that it is free too.

BartPE will do the trick for you.
It creates a RAM drive and boots into a chopped down Windows subsystem that runs entirely from RAM and CD-ROM, which means you can read and write to NTFS partitions, perform HDD maintenance, ghost drives, recover data, etc...
