when you press the button on the end of the wiper stalk and turn the key all the lights flash and needles move what is this ment to mean

Its just a simple diagnostic tool. Search for onboard diagnostic for what the four code letters mean.

It's the self test for the instrument panel.
It can be used to view fuel tank contents, fuel consumption in litres per hour (engine running) and fault codes, useful for completely resetting the trip computer back to zero.
Exit fault finding and reset by pressing the trip reset button in the speedo binacle.
