Look at it, it's a sprung clip, shove it over the starter body and it's ment to spring hold it.

Two options to fit it mate. Either loosen the manifold and slide it back 1" or so, or loosen the 3x starter motor bolts, angle it so you can clip the heatshield on, then bolt up again..

Yep, i would always. For the sake of two mins to remove and refit it, i always have it off..
