Starting issue

I'm hoping somebody can help fix the issue i have.

If i park my ph2 172 on the flat or facing up hill it will start everytime with no problem. If it faces down hill the immobilizer won't disengage and the car will not start.

Any ideas as to what could be causing this would be helpful.
