strange noise from interior

hi guys last problem
i have a noise like a fan coming from the interior light suround i took it out to find a short cylinder what is it and why does it come on before i start the car when key is in the on postion
is it a pollen thing or sumut else i know it may be a stupid question but its my first clio 172 and its gets on me T#ts


i must buy a haynes manual lol
