surface rust on a stone chip

Car  Black/Gold 182
The missus' Civic has got a small stone chip though to the metal I guess and the surface has gone rusty. Is there something I can paint on it before colouring with a touch up pen or should I just apply the touch up pen directly?

Weirdly the chip is by the back window.
 
Hammerite do some products iirc.

Think you need to remove that rust before using a touch up pen though.
 
thanks, I remember when I was a student I had a rusty Talbot Samba (!) and there was some white stuff you could paint on rust and then it would go black, but I can't remember what it was called. It really is just a small area so I wanted just to paint somethin on to stop the rust getting worse and then touch it in with a paint pen.
