tie/ track rod end removal

hi people

having a bit of trouble as im working on my drive instead of the ramps

the track rod end just wont come off.ive got the spanner on the first bit of the rod 13mm i think

then the 18mm on the square bit of the end but it just wont budge

any ideas?

there is a locking nut in between that needs to be loosened first
