I could be wrong, but potentially the Evo driver could walk away and shrug his shoulders. It would be classed as a racing incident and there fore he would have to repair his own car - and that's it.

For me it looks like he was stopped, with the engine running, on the road that crosses the stage, waiting to cross. Hence the wipers came on, etc.
