whats the best way to get rid of this...

sorry about the quality of the pic the camera wouldnt pick it up as clear as i would of liked it too.

basically it looks like the owner before hit a wall or something and there are little bits of paint missing.

do i get chips away in or is it a full respray, will chips away do a decent match.

chips away are only as good as the guy doing the work mate, very hit and miss

i wanna get it sorted as i know its there, but i dont wanna pay £250 - £300 for a respray etc.
