whats the deal with a lot of alloy places selling them in sets of 4?

No spare for my 172, unless i keep the standard one. Also, whats sort of price can i expect to get for 4 ph2 172 wheels with decent tyres? The wheels are in fairly good condition. all have minor kerbing.

but yet the vast majority of cars come with 5 tyres. mmm...yes it does seem strange to buy a set of 4.

It's very rare to get a spare alloy these days. They're all emergency only jobs, I assume to encourage to replace their spare instead of just leaving it on.

You can buy a set of four and then buy a single wheel though... Most people don't want 5.
