What's the script with VST files?

My brother-in-law has been linking up his keyboards to his PC and trying out a few apps in the process. Nearly all seem to support VST plugins, but none that we've come across actually tell you how to install/use them?

Most appear to be .dll files which I presume would require registering on the PC? I'm completely new to this area of PCs, so any comments or suggestions that I could pass on would be great.
