Whats this on my brothers S3 Exhaust ?

My brother bought an Audi S3 8L at the weekend, i had a quick look under it to see if it had been de-catted and saw this thing, anyone know what it is?

Looks like a flap for the exhaust to quiet it down when required..

Should be a button inside the car to open and shut it. Had one on my mk1.
