Wheel Bolt help

My spacers are 13mm wide, if I buy bolts that are 1mm shorter than they should be for my spacers, will 1mm of bolt make a difference?

As my options are 36mm bolts which are 1mm under what i need or 42mm which are 6mm longer than I need.
