I'm looking to get one also its meant to really improve the handling is it whiteline?

It will alter the handling to have more grip at the front and less grip at the rear, by increasing the percentage of roll resistance on the rear of the car, whether that improves the handling in your specific case or not depends on your current spring rates and damping rates and driving style.

Its not the case that all cars will benefit from it, for example Mark Fish told Porkie not to run one on his car as it wouldnt suit the spring rates it has, and thats probably the best handling (on track) clio Ive ever driven.

They are DIY fit and there really isnt much to "set up" TBH, just a case of choose one of the holes (some have 2 and some have 3) based on the hardness you want, if you dont like it try the other.

They come with instructions and its fairly obvious.

how would one of these work on a caged stripped out mk2 172 cup on H&R Coilovers? I lost the back end of it at Knockhill and spun it but think this was down to my 888's being near the end of their life and me turning in a little too early into the first corner. Would like the rear to feel a little more "secure" and planted.

It would do the opposite, putting the rear ARB on will make it MORE tail endy, it will slightly increase front end grip and slightly lower rear end grip by moving the balance of roll resistance rearwards.

If the coilovers are adjustable, which I assume they are, you can change the rollcentres with the coilovers and make the rear feel more planted, which will give you a little more under steer, but it would probably make the car feel more stable. Plus if you soften the rear / stiffen the front (if possible) would also help. So there is not much point in one I dont think. All the extra roll bar is doing is reducing the migration of the roll centre when cornering.

However I run prolines and koni's so will be buying one soon.
