The discs are 280mm so the lowest you can go is 15"

Why do you want to run steelies?

There heavy and offer very poor brake cooling why not just get a cheap set of 15" alloys if your after winter wheels?

172 Cup's are ET38 so Williams wheels or MK1 16 valver wheels should fit on ok.
