Wondering if this is the correct product to use when applying Meguiars Scratch X to paintwork?

If not can you suggest similar?

Use a yellow foam applicator from Clean Your Car, only £1 each, or I think they sell the Megs ones at halfords. Or for more bite use a German applicator.

Folded terry towels work well for polishing by hand, will give more bite and even pressure than any foam applicators can by hand - my method of swirl removal by before getting a machine..

Applying with a foam applicator and then working in with the terry towels? Sound about right...

I am not sure depends you they feel in the flesh. I actually used to apply it using the towel.
