WILLY TUNING QUESTION

If the willy is famous for its low down grunt compared to a valver, will a through flow exhaust make it lose some of its torqueiness(new word) but increase flow at high revs ??

And the willy engine coupled with a valver manifold is the best combination for torque..........yes????
