They can basically run around in whatever the hell they want. I find it strange given Americans love of suing people, as a lawyer the first thing you'd do in an event of an accident is go to town on the car that caused it and check how roadworthy it is.

Police as in the UK can stop anything they don't like the look of and issue the equivalent of a vehicle rectification order stating the defects they feel the car has be it ride height, tyre clearance, defective tyres or brakes etc. California also has some pretty strict laws about modifications and emissions but IIRC no MOT as such.

There was vw pickup style thing with stretched tyres where I took the car for alignment. I nearly crashed into it on purpose. Would of sorted the front end of the Clio, and destroyed the pos. 2 birds, 1 stone.
