Wipers gone MIA

Can anyone help? I have a 2003 172 and the passengers windscreen wiper is not in line with the drivers side. It sits between the top and the bottom of the little clear part of the windscreen! Does anyone know how to adjust it?

you have to unbolt the wiper arm from the pivot,adjust the position and rebolt it on.

Is that done by just flicking the cover off and undoing the bolt on the wiper arm? I have tried to take this off and still could not move it, am i doing the right thing or am i being thick?
