That's the relay for them clicking, all clio's do it.

Totally normal.

It's the relays. You can't "fix" it.

I thought there was something broken in the speaker of something when I first got the car before Mike reassured me.

Pull the fuse for the wipers out. It will stop instantly.

Only when I wind the drivers window down. Passenger window switch doesn't do it
